City Council Meeting Agenda - January 26

The Cloverdale City Council will hold their second regularly scheduled meeting in January on Wednesday, January 26th at 6:00 pm at the Cloverdale Performing Arts Center.

Major agenda items include: 

  1. Resolution adopting the 2022 Roster of Subcommittee, Joint Committee and Regional Board/Committee Appointments and
    the 2022 Subcommittee Meeting Schedule
  2. Resolution  adopting the City of Cloverdale's current salary schedule 
  3. Adoption of an Ordinance Amending Cloverdale Municipal Code (CMC) Chapters 18.05 (Commercial Zoning Districts)
  4. Resolution appointing the Engineer of Work for the Cloverdale Landscaping and Lighting Assessment District for Fiscal Year 2022-23.
  5. Agreement with Westgate Petroleum to provide and deliver gas and diesel for
    City vehicles, equipment and generators
  6. American Rescue Plan Act (ARPA) Spending Plan
  7. Discuss potential restroom types for City Plaza
  8. Review and Consider Options Regarding the Sale, Possession, and Use of Fireworks and Public Display of Fireworks in the City of Cloverdale, Including the Placement of a Ballot Measure on an Upcoming Election.

Public Works Subcommittee Meeting - January 25

The Public Works Subcommittee is scheduled to meet Tuesday, January 25th at 1:30 in person at the Library Conference Room.  Virtual meeting attendance is also available via Zoom.

The Public Works Subcommittee will received a Presentation on Russian River Drought Response Group work on a proposed Voluntary Water Conservation Agreement. The Subcommittee will discuss proposed pickleball courts, public restrooms at City plaza restroom project and water projects in the Capital Improvement Program. . City Implements Proactive Code Enforcement Program 

The City Council recently approved an agreement for proactive code enforcement services.  Robert Smith, a code enforcement specialist, was hired by the City Council to enhance the City's current Code Enforcement program.

Robert Smith will be responsible for investigating and responding to complaints, monitoring compliance, levying fines and penalties as necessary. Mr. Smith has extensive experience as the former City Attorney for the City of Sonoma and is currently providing code enforcement services for the City of Cotati and Town of Windsor. As an attorney, Mr. Smith is skilled at understanding the City’s code, and will be proposing various amendments to assist in the code enforcement process.

Code enforcement is generally address nuisances, zoning violations and housing/building violations. Typical cases may involve the accumulation of junk or garbage, inoperable vehicles, and building code violations. The City’s initial focus will be centered on existing cases throughout the city. Sonoma County Restaurant Week 2022

Sonoma County Restaurant Week returns next month, running February 21-27. Last year’s Restaurant Week generated $6.37 million in economic impact for Sonoma County and served as a wonderful means of expressing support to restaurants during challenging economic times.
 
Restaurants interested in participating in this year’s Restaurant Week are recommended to coordinate with the Cloverdale Chamber of Commerce and can sign up at socorestaurantweek.org. Questions can be directed to Aleena Decker at restaurantweek@sonoma-county.org. 


Parks & Recreation Weekly Report

Parks Staff continue to address respond to maintenance service requests while making progress on several proposed park projects including basketball courts at City Park and Pickleball courts at Furber Park.
 
One of the highlights of the week was the team effort to set a schedule for the prescribed burn at the Porterfield Creek Preserve. According to Chief Tuberville, Northern Sonoma County Fire District, we are looking at a prescribed burn date of Friday, February 4th for all current piles that are cured. A copy of  a Park closure notice is provided below. .

The prescribed burn scheduled for Friday, February 4th  will be conducted by Northern Sonoma County Fire. Fire personnel will oversee the prescribed burning. The Park will be closed to visitors during this time. Some smoke will  be generated from the prescribed burning. Notifications of this event have been prepared with a plan to notify the community via Nixle alert. City staff obtained a Burn Permit from the Northern Sonoma County Air Pollution Control District and will comply with all permit conditions.
 
Parks Staff also met with the Cloverdale Fire District, Del Webb staff and with the Northern Sonoma County Fuels Crew. The intent of the meeting was to perform a walkthrough assessment of the next phase of vegetation management near the Porterfield Creek Preserve Open space. Cloverdale Fire Chief Jason Jenkins, identified areas to perform vegetation management near homes, road infrastructure, etc. The funding will be provided by a grant awarded to Cloverdale Fire District .
 
Special thanks to the Cloverdale Police Department for utilizing their drone to better identify this next vegetation management phase.

Park closure notice




Polystyrene Foam and Food Ware Ordinance 

Jurisdictions in Sonoma County including Cloverdale have adopted an ordinance, called the Ordinance to Prohibit Use and Sale of Disposable Food Service Ware and Other Products Containing Polystyrene Foam, to ban the sale of certain polystyrene foam products and limit the use of non-recyclable or non-compostable disposable food ware. Some Sonoma County cities have adopted additional regulations prohibiting food ware containing fluorinated chemicals (PFAS).

The ordinance applies to those who sell or distribute disposable food ware and other specified products including food and beverage providers, retailers, and special events. Zero Waste Sonoma will be sending out postcards (shown below) to affected entities including local restaurants and retailers.

Vision Zero Community Workshop 

The Sonoma County Transportation Authority (SCTA) and Sonoma County Department of Health Services (DHS) are collaborating on the Vision Zero Sonoma County project to create a healthier, more sustainable community for all residents in Sonoma County.

This project is focused on action-oriented strategies to reduce serious injuries and fatalities caused by traffic collisions, and improving health, quality of life and economic vitality, particularly for low-income and disadvantaged communities. Many of your staff  have been involved in this effort but I wanted to bring it to your attention as we are releasing the draft for public comment.

The draft plan will be presented to the SCTA Board on February 14 and proposed adoption on March 14. This effort is a first step and we aspire to further advance planning concepts in our upcoming Countywide Active Transportation Plan and to align with local road safety plans.
