City Council Meeting - May 12, 2021 

On Wednesday, May 12th, the City Council will hold its first of two regularly scheduled meetings in May. Key agenda items include the following:

  1. Consider approval of the Engineer’s Report for FY 2021-22 for the City of Cloverdale Landscaping and Lighting Assessment District. 
  2. Consider resolutions Proclaiming a Local Emergency Due to Drought Conditions within the City of Cloverdale, and Suspending New or Enlarged Water System Connections Due to Drought.
  3. Discussion, Consideration, and Possible Action to Fill a Vacancy on the City of Cloverdale City Council, Either by Appointment or by Calling a Special Election.
  4. Select a Mayor for the remaining term ending December 2021.

Stage 2 Water Shortage Emergency 

The Cloverdale City Council declared a Stage 2 Water Shortage Emergency at the April 28th Council meeting. The action requires mandatory rationing with a water reduction target of twenty-five percent from 2020 water use for all City water users and its residents to protect the public health and safety of its residents and businesses. The Water Shortage Emergency Declaration implemented the following measures and prohibitions:

  • Irrigation of any existing or new landscaping except from a hand-held hose or container or drip irrigation system is strongly discouraged. Those choosing to irrigate with sprinklers must reduce water usage by 25%. 
  • Initial or re-filling a swimming pool is prohibited after May 28, 2021.
  • A permit is required for all hydrant use, except for water used for fighting fires or for other emergency use deemed essential by the Fire Chief.
  • Drinking water at any restaurant, cafe, cafeteria or other public place where food is sold, served or offered for sale may only be provided upon request by a patron.
  • Washing of sidewalks, walkways, driveways, parking lots and other hard-surfaced areas by direct hosing is prohibited.
  • Washing cars, boats, trailers or other vehicles and machinery directly with a hose not equipped with a shutoff nozzle is prohibited.

Sonoma County Water Supply Update 

  1. Sonoma Water, Water Advisory Committee seek 20 percent voluntary conservation.
  2. Sonoma County Board of Supervisors on April 27 declared a local drought emergency.  View the agenda item and proclamation. Read the press release.
  3. Governor Newsom signed a State of Emergency Proclamation for Sonoma and Mendocino counties. Read the proclamation. Read the Governor's press release.  Read Sonoma Water's statement.
  4. The Russian River watershed is in a historic drought.  The watershed has experienced extremely dry weather conditions this water year (WY-2021). A water year begins of October 1 and ends on September 30th of the following year. This is the second consecutive dry water year coming on the heels of WY-2020, which was also very dry.   5. The current drought on record is 1976/1977 when Ukiah received just 16.12 inches of rainfall. As of today, Ukiah has recorded only 12.24 inches of rainfall this year, slightly ahead of 1976/1977 when Ukiah measured 11.27” through April 15.  On average, Ukiah receives 37 inches a year. In Santa Rosa, only 12.77 inches of rainfall has fallen this water year, just 3.30 inches more than the driest year of record (1976/1977) when Santa Rosa measured 9.47” through April 15.  On average, Santa Rosa receives 32.20” inches a year.
  6. Reservoir capacities are lower than they were during the last drought, which was 2013/2014. View more data on this drought.

  8. Water supply projections show that without additional rainfall and without aggressive water saving by our communities, Lake Sonoma and Lake Mendocino water supply levels will reach historically low levels by October 2021. We will be able to continue to provide water to our customers, however not without some form of conservation requirements if projections come true. The State Water Resources Control Board has already issued letters throughout the region urging water right holders to reduce and conserve water.

Parks Staff Continue Focus on Vegetation Management at City Parks and Facilities

In preparation for an early start of Fire Season, City of Cloverdale Parks staff have focused their efforts on conducting weed abatement and fire fuel reduction in City parks and facilities. This week staff focused vegetation management activities including manual vegetation removal and mowing within the Cottages and Jefferson Springs Landscape and Lighting Districts Zones as well as Porterfield Creek Open Space. Due to dry conditions, private property owners are encouraged to conduct weed abatement practices including mowing of high grass and maintenance of any overgrown brush or vegetation on their property to help us keep Cloverdale fire safe. For any questions regarding vegetation management in a park or city maintained area near your home, please call the Parks & Recreation Department at (707) 894-1707.

May is National Bike Month

Established in 1956, National Bike Month is a chance to showcase the many benefits of bicycling — and encourage more folks to giving biking a try.  There are many ways to celebrate National Bike Month! Ride a bike to one of Cloverdale's parks or visit a business in downtown. You can also join the Sonoma County Bicycle Coalition's Bike2it! challenge and pledge to ride instead of driving to destinations within 2 miles. Whether you’re riding for fun, fitness or with family, or taking essential trips to work or shop, Pledge to ride instead of drive to destinations within your circle. 


Covid-19 Vaccine Update

Milestones: As of Wednesday, a total of 467,642 doses have been administered to Sonoma County residents.

Residents partially vaccinated: 71,370
Residents fully vaccinated: 204,615


This means 50 percent of our 16 and older population in Sonoma County is now fully vaccinated, while 67 percent has received at least one dose. In the 95425 zip code, 60.2%

of the 16+ population has been fully vaccinated.


The County’s vaccine website, SoCoEmergency.org/vaccine is continually updated, giving the public information about the vaccination rollout, safety and how the vaccine is being disseminated in Sonoma County.

Residents are encouraged to make vaccine appointments through the Myturn.ca.gov web site. Residents who need help making an appointment are encouraged to call the County COVID-19 hotline at 707-565-4667 in English and Spanish.
